DACAAR invites application for a Gender Training Consultant
Assignment: Gender Training to Senior management
Time: 12 working days (inclusive of 3 training days)
Location: DACAAR, Kabul
Rationale:
Since 1984, DACAAR has been working with Afghan people with the aim to support the development of sustainable livelihoods for rural Afghans through cooperation with government institutions in Afghanistan, capacity building at community level, improving rural infrastructure and facilities such as drinking water systems, and supporting and improving community management of natural resources.
In 2007, responding to community and organisational needs, DACAAR undertook a 4 month study to examine gender issues within the organisation. Over 50% of DACAAR’s employees chose to be directly involved. Direct research and consultation was carried out in Kabul and four field offices in Afghanistan. All DACAAR employees were given a detailed questionnaire to fill. Levels of participation and consultation were extensive and the interim results and draft recommendations on ‘how DACAAR can mainstream Gender’ was shared in a participatory environment.
The research revealed that experiences of men and women were different in the organization and also that majority of men felt that much more can be done. Within the programmes, while there was an effort to make resources accessible to vulnerable groups (women, girls, people with disabilities), there was an absence of adequate knowledge and expertise on how to locate this within the gender equality framework. While there were different opinions about the nature of mechanisms to achieve this, there was a consensus around the establishing of a Gender Team to mainstream gender in DACAAR. Post the study, DACAAR has taken specific steps in line with the recommendation which include drafting the gender policy, developing a Gender Action Plan (GAP) and setting up the Gender Team with the mandate to operationalise the GAP.
As part of this, a Gender based change management course has been planned for the senior management with the purpose to enhance their gender specific understanding, capacity and facilitate ownership of the gender mainstreaming processes.
Why Senior Management
Senior management is the first line of responsibility to provide facilitative leadership in implementing DACAAR’s commitment to gender equality. Most senior employees have not had training in the area of gender based change management. Their vision and ownership is critical if the process of mainstreaming is to be effectively sustained and built upon.
The Consultant
It is with this in mind that DACAAR is seeking to hire a consultant to initiate the process and hold the first of its Gender based change management course for the senior management. Recognising that this cannot be an end in itself, we hope to roll it across different levels, functional units, within Kabul and in DACAAR’s provincial offices.The Consultant will work closely with the Gender Advisor and the Administration Manager to develop the module. The point of contact for all communication on this will be the Gender Adviser. A detailed TOR will be developed in discussion with the Consultant
The training deliverables:
The training will serve the twin purpose of facilitating conceptual clarity on gender; and identifying the programming aspects. Specific deliverables are:
A. Conceptual learning
  1. establish the need to ensure gender equality as significant piece of an inclusive & sustainable ‘nation building’ process
  2. assist participants gain clarity on the basic gender concepts and initiate engagement on it at an individual and organisational level
  3. enable participants to challenge existing assumptions (intended/un-intended) that strengthen gender based inequalities; and identify ways to address them
B. Organisational/programming needs
  1. identify organisational structures, systems and processes to facilitate gender mainstreaming within DACAAR
  2. recognize barriers to gender mainstreaming-personal and organizational; and identify ways to address them
  3. assist participants to develop a long term capacity building schedule and follow-up plan on gender mainstreaming requirements for DACAAR
  4. assist participants identify creative spaces and forms for initiating dialogue on gender as an ongoing institutional learning process
C. Documentation
1. submit a draft training report.
Methodology:
Towards achieving the deliverables, the module will locate gender at 3 levels- individual (personal beliefs, values, practices); organisational; and the larger development scenario (environment, conflict, livelihood etc). Given that the participants are adult professionals, the process will rely on a mix of experiential/interactive methodology and theoretical learning to enable an overall engaging environment.DACAAR’s Gender study, its Gender Policy and the GAP will be used as the basic directive documents in terms of understanding DACAAR’s commitment to gender mainstreaming. These will be placed within the larger national and international commitments made by Afghanistan on gender equality. It is estimated to be 3 day training. As the audience will be a mix of international community and afghan nationals, the primary language of the training will be English.
Qualifications:
Educational: We are looking for someone with a Bachelor’s Degree or Diploma. A specialisation in Gender Studies, Human rights, International Studies or other related field preferred.
Professional: Have over 10 years work experience in the area of Gender analysis and training. She/he should:
  • be able to lead a dynamic and creative training schedule with the senior management at DACAAR.
  • be comfortable and willing to use innovative & multiple teaching learning methodologies such a audio- visuals, role plays, interactive games, lecture to facilitate module vibrancy
  • be flexible, effective and able to work with multicultural team
  • demonstrate sensitivity and awareness to the afghan environment, preferably have experience of at least 2 years of working in the country
  • have good command of spoken & written English. Spoken grasp of Dari/Pashtu is desirable
